We’re approaching the end of the seventh month of this life-changing year. It has now been four and a half months since the beginning of the pandemic. Yet the business of local and state government goes on, even as local governments push for a return for more precautions to be in place to limit human contact. More and more meetings are making the transition to virtual, increasing the need for more scrutiny and review.

Both the Albemarle County Board of Supervisors and Charlottesville City Council will meet today in special meetings to discuss moving each jurisdiction back into Phase 2 of the Forward Virginia plan. Supervisors meet at 3 p.m. Council meets at 4 p.m. The Jefferson-Madison Regional Library’s Board of Trustees will meet at 3 p.m. to determine whether the system will move to a different phase of its COVID-19 response. Libraries are currently closed but offering curbside service in some locations. (JMRL agenda)

There are two other meetings in Albemarle. One is the 4:30 p.m. meeting of the Historic Preservation Committee which covers everything from an update on historic markers in Albemarle to an update on heritage tourism. (agenda) (register

The Pantops Community Advisory Committee will meet virtually at 6:15 p.m. with a meeting similar to what other CAC groups have had in the past few weeks. Members and viewers will be given the same introduction from the county’s new planning director, Charles Rapp. There will be an update on development projects in the Pantops area from planner Cameron Langille. There are two vacancies on this group if you’re interested in applying. (agenda) (register)

Earlier in the day, Albemarle County will hold a webinar at noon on the Lift Grant program which is expected to provide funding to up to 100 small businesses in the community. The initiative is part of how the county is using its allocation of the federal CARES Act. (register)

The Rivanna Water and Sewer Authority meets at 2:15 p.m. On the agenda is the annual report on the health in the system’s reservoirs. (agenda)

Meanwhile in Greene, the Board of Supervisors will hold their regular meeting and will get the latest update on the water supply plan. Last week, the Rapidan Service Authority (RSA) called into question the future of a project that would build a new reservoir at White Run. Supervisors have been slowly increasing monthly facility fees to pay for the capital costs, which are estimated at between $45 million and $60 million. The RSA Board voted 4 to 2 to effectively cancel the fees, leaving no clear path to funding for the project, which has a permit from the Virginia Department of Environmental Quality (agenda)

The Albemarle Board of Equalization will meet as well at 9:30 a.m. for a virtual meeting to hear tax appeals for two properties in the county. (agenda)

Even in the middle of summer, development continues. Albemarle County Community Development will host a community meeting for a rezoning proposed for 5258 Three Notch’d Road. Developer Katurah Roell is requesting a rezoning of 14.259 acres from rural area to Neighborhood Model District for the creation of a new neighborhood. However, the land is not within the jurisdiction of the Albemarle County Service Authority. Currently only the existing structure on the property is allowed to connect to public water. The applicant will request that connection as well as to public sewer. (register)
