Sources of Conservation Funding

Program Description:

The goal of CP-4B is to protect topsoil from erosion and safeguard water quality, establish wildlife habitat, and enhance forest and wetland resources through the establishment of permanent wildlife habitat corridors. To insure that the CRP conservation cover adequately provides plant diversity, wildlife value and protection of soil and water resources for the length of the contract period management practices are required and will be listed in the conservation plan.

CRP rules restrict haying and grazing so that the enrolled acreage may only be hayed or grazed 1 out of every 3 years. Maintenance mowing of the CRP acreage is permitted once per year, but not during the nesting season of April 1st through August 15th.

Landowner Eligibility:

To be eligible for CRP enrollment, a producer must have owned or operated the land for at least 12 months prior to close of the CRP sign-up period, unless: The new owner acquired the land due to the previous owner's death; The ownership change occurred due to foreclosure where the owner exercised a timely right or redemption in accordance with state law; or the circumstances of the acquisition present adequate assurance to FSA that the new owner did not require the land for the purpose of placing it in CRP.

Land Eligibility:

To be eligible for placement in CRP, land must be either: Cropland (including field margins) that is planted or considered planted to an agricultural commodity 4 of the previous 6 crop years from 2002 to 2007, and which is physically and legally capable of being planted in a normal manner to an agricultural commodity; or certain marginal pastureland that is suitable for use as a riparian buffer or for similar water quality purposes.

10-15 years

Cost-Share/Payment Information:

Cost-Share assistance and payments can come in a variety of ways:

  • Rental Payments - Annual rental payment rates are based on the relative productivity of the soils within each county and the average dry land cash rent/cash-rent equivalent. The rental rate cap for each offer is calculated prior to enrollment.
  • Maintenance Incentive Payments - For certain continuous signup practices, annual rental payments may include an additional $5 per acre per year to help offset certain maintenance obligations.
  • Cost-Share Assistance - An amount not to exceed 50 percent of participants' costs in establishing approved practices.
  • Other Incentives - Additional payment up to 20 percent of annual payment for certain continuous practices.

50% cost sharing is available on required maintenance practices listed in the conservation plan not to exceed $50/ac./yr or $100/ac./yr. over the life of a 10yr. contract and $125/ac./yr over the life of a 10-15 yr. contract.

Signup Information

CRP offers both a general and continuous sign-up process. General sign-up occurs during designated periods. However, continuous sign-up occurs on an ongoing basis and eligibility is targeted to environmentally sensitive areas. With continuous sign up, landowners and operators are eligible for incentive payments as well as annual rental and maintenance payments that are not available with general sign-up.
