Sources of Conservation Funding

Program Description:

The purpose of this practice is to implement a management program that will improve the quantity and quality of forage for livestock by assuring an adequate stand of forage is present to absorb runoff and reduce pollutants.

Landowner Eligibility:

All individuals and business entities operating agricultural land within the boundaries of the Commonwealth of Virginia are eligible to participate in the Virginia Agricultural Best Management Practices Cost-Share Program. Applicants shall self certify that they meet the above criteria. Soil & Water Conservation Districts may request that applicants provide proof of agricultural production. To be considered an agricultural producer there must be an annual minimum of $1,000 of agricultural products being produced, sold or both from the applicant's agricultural land (non-industrial private forest lands are exempt from the $1,000 requirement).

Land Eligibility:

In order for lands to be eligible, all fields receiving cost share must have had all livestock previously excluded from surface waters and sink holes. lands must be part of a rotational grazing system.

Contract Length:

10 year minimum

Cost-Share/Payment Information:

The state cost-share payment will not exceed 50% of the total eligible cost. The payment for this practice is up to $50,000 per landowner per year. Tax credits are available for this practice at 25% of the total eligible cost, not to exceed $17,500. If an applicant receives cost-share, only the percent of the total cost of the project that the applicant contributed is used to determine the tax credit.

Cost share is authorized for the following practices:

  • Fencing, temporary and permanent, to divide large pastures into smaller grazing paddocks
  • Fence chargers to electrify grazing paddock fencing
  • Portable or temporary system compoenents; they canno be utilized in other areas or moved from fields utilized in the plan

Cost share is not authorized for installations that are:

  • Primarily for widllife, dry lot feeding, barn lots, or barns
  • To make it possible to graze crop residues, field borders or temporary/supplemental pasture crops
  • Boundary fencing or water supply systems used to establish new pastures not currently in use
  • Providing water for the farm or ranch headquarters
