PATH Proceedings Begin in WV, MD and VA
In order to build the PATH line, Allegheny & AEP need to obtain authorization from each of the states the line would cross. In West Virginia they need authorization from the WV Public Service Commission, in Virginia they need authorization from the State Corporation Commission, and in Maryland they need authorization from the MD Public Service Commission. PATH has now filed in each of those states, their direct testimony can be viewed online.
Virginia:
PATH filed with the Virginia SCC on May 19, 2009, and has been assigned Case# PUE-2009-00043. You can view the filing at http://docket.scc.virginia.gov/, by clicking on "Search Cases", enter the case number, click search, then click on the link to the case, then click on 'documents' (not 'search documents').
The Commission has set up a schedule for the case and dates for the public hearings. Official respondents have until August 31, 2009 to file with the Commission (the date was originally July 27, but the deadline was extended). A public hearing will be held in Winchester, Virginia on August 3rd and August 4th, and in Purcellville, Virginia on August 5th and August 6th. More details can be found in the Commission Order.
Written comments can be filed on or before January 12, 2010. All comments can be submitted through the SCC website or mailed to: the Clerk of the Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118.
In our experience, the Commission prefers people to submit either spoken comments at one of the public hearings or written comments, but not both.
West Virginia:
PATH filed their application with the West Virginia Public Service Commission on May 15, 2009. The case number is 09-0770-E-CN. The filing and other relevant case details can be found on the West Virginia Public Service Commission website (search by case and then click on 'activities').
The West Virginia PSC has asked that comments in support or protests in opposition be submitted in writing to Sandra Squire, Executive Secretary, P.O. Box 812, Charleston, West Virginia 25323. Public hearings will also be scheduled to take public comments.
Citizens who wish to intervene in the case as a full party need to file within 30 days of the Commission Order
dated May 15.
Maryland:
