Board Water-sewer Stance Draws Ire, Fire

Greene County Record, July 23, 2010

"Greene County was threatened with litigation at its Board of Supervisors’ regularly scheduled meeting Tuesday, July 13. It happened during public hearings regarding revisions to the county’s subdivision and zoning ordinances regulating water and sewer utilities and to a proposed amendment to the county code pertaining to the regulation of private water and sewer systems."

"Local landowners met last week at the Best Western Charlottesville Airport Inn & Suites to discuss effects of Greene County’s new Water and Sewer Service Area (WSSA). All who would develop within WSSA are required to hook up to Rapidan Service Authority (RSA) utilities – an action that comes with a $10,000 current charge per EDU to hook up to sewer lines and a $10,000 current charge per EDU to water lines. In addition, the developer would bear all costs of constructing any infrastructure necessary to connect to that belonging to RSA."

"Ruckersville co-op building abandoned week ago Wednesday members of the Sausser Farm cooperative that opened in Ruckersville in April went to collect their vegetables and found nobody there. The company had vacated the property it leased in April at 8881 Seminole Trail without paying any rent and without giving the landlord any idea it was leaving."

"After nearly two years of workshops and discussions the Greene County Comprehensive Plan has been updated. The Greene County Board of Supervisors voted unanimously to adopt it following a public hearing – and some raised voices—at its regularly scheduled meeting Tuesday, June 8. While it is advisory in nature, the state-mandated Comprehensive Plan will guide the County’s actions regarding land use, economy, physical features and quality of life in Greene for years to come. "

The agenda has already been adopted by the other localities in the district, which are the City of Charlottesville and other than Greene, the counties of Albemarle, Fluvanna, Louisa and Nelson. "Greene’s planning commission and board of supervisors held a joint workshop Tuesday, Oct. 13 to discuss changes to the county’s comprehensive plan. The plan, adopted by state mandate and reviewed nominally every five years, identifies land use ordinances as tools that can manage growth, and at issue is the county’s growth area. For this update, the county enlisted the help of the Thomas Jefferson Planning District Commission and Charlottesville’s Renaissance Group to work with its planning department and citizens to create a preferred growth scenario."
